Parent Involvement Policy

HABERSHAM COUNTY SCHOOL SYSTEM

The Habersham County School System recognizes that family involvement is crucial if our students are to achieve high academic standards and to succeed in school and life.  It shall be the intent of all parent involvement activities in Habersham County School System to encourage and support the efforts of home, school, and community in improving the educational opportunities for all children.

Title I, Part A provides federal dollars to help supplement educational opportunities for children who live in high poverty areas and are most at risk of failing to meet the state's challenging content and performance standards.

Habersham County School System is committed to establishing partnerships with parents and community members, and encourages their participation in the design, implementation, and evaluation of the Title I Parent Involvement Policy and Plan and activities as stipulated under section 1112, section 1116 and section 1118 of the Elementary and Secondary Education Act of 1965.  This policy/plan explains the expectations for parent involvement at the district and school level.  Parent input from the review meetings and annual parent surveys, as well as discussions during the meetings of the District Title I Parent Advisory Committee, is used to revise this plan.

Our district Title I program will provide assistance and support necessary for schools in planning, developing, and implementing parent involvement programs and activities, and will include the following support:

 

Habersham County School System will:

  1. Review District and School Parent Involvement Policies on an annual basis.

1.     The district will hold meetings of the HCSS District Parent Advisory Committee - members will be parent representatives from each Title I School.

2.     Invite all parents to attend a meeting to review the District Parent Involvement Plan/Policy on an annual basis.

3.     An annual parent survey will be conducted.

4.     Comments and suggestions from parents will be collected throughout the year at school level Parent Involvement Activities, via the school system website, and used in the revision of this plan/policy each year.

  1. Assist schools with their Parent Involvement Polices and the implementation of Title I, Part A.

1.     Title I District personnel will assist and provide support to each Title I school as needed.  The Title I Director, Rhonda Andrews, is available via email at randrews@habersham.k12.ga.us or telephone 706-754-2118, ext. 104 and may be contacted regarding school or district needs or activities.

2.     Each Title I school surveys its parents, at least annually, to evaluate the effectiveness of its parent involvement program.

3.     Each school's Title I parent committee meets annually to review and/or revise the School Parent Involvement Policy, the Parent Involvement Plan, and the School-Parent Compact.

  1. Assist schools with the annual evaluation, review, and improvement of parent involvement activities.

1.     The district will provide support to Title I Schools in the evaluation of parental involvement programs. 

2.     Parent surveys will be conducted at the school and district level to allow parents the opportunity to evaluate and give feedback on the effectiveness of individual programs and to identify barriers to parental participation.

3.     All Title I meetings and parent involvement activities are documented with a printed agenda, signed attendance sheets, and multiple forms of advertisement. 

  1. Reserve one percent of Habersham County School System's Title I allocation and distribute a minimum of 95% of this reserve to Title I schools to implement parent involvement activities.

1.     The Habersham County School System allocates funds for parent involvement based on the guidelines as stipulated in the Elementary and Secondary Education Act - not less than one percent (1%) for each Title I school.   Typically, more funding than is necessary is allocated to Title I Parent Involvement. 

2.     Parent Involvement Coordinators are employed in the highest poverty Title I school.

  1. Assist schools with the selection of a parent representative to serve on the Habersham County School System District Parent Advisory Committee.

1.     The HCSS District Parent Advisory Committee represents all Title I parents in matters concerning the Title I program.  The committee includes representatives from each school and the District Title I Director.

  1. Collaboration/ Integration with Other Programs

1.       Encourage and coordinate collaboration of parent involvement programs and activities with Title I, Head Start, Georgia Pre-K, Early Intervention Program (EIP), English to Speakers of Other Languages (ESOL), Migrant, and Parent Teacher Associations/Organizations along with local community agencies and organizations including Partners in Education and various businesses.

2.     The Title I Director and School Parent Involvement Coordinators will work outside agencies to provide quality early childhood experiences for the children and families in the community. Partnerships currently include Parents as Teachers, Georgia Pre-K programs, Head Start and Volunteers For Literacy.

  1. Provide materials and parent training to help parents work with their children and involve parents in the activities of Title I Schools.

1.     Habersham County School System supports parents in their role as their child's first teacher.  This is supported by:

Ø  Providing meetings and trainings to assist parents in the understanding of:

o   Georgia Performance Standards

o   State Assessment Data

o   System Benchmarking

o   Reading, writing and math skills and strategies

o   Parent Access to PowerSchool

Ø  Providing parents with additional learning opportunities which promote:

o   Oral and written English literacy

o   Methods for monitoring their children's progress

o   How to work with educators

o   Workshops to assist parents as they work with their children - such as, CRCT informational workshop, Reading Nights, Math and Science Hands-On Workshops

2.     Orientation to Title I meetings are held annually at each school to inform parent about:

o   The guidelines, purpose and goals of the Title I program

o   Parent's rights under Title I Part A regarding teacher certification and degrees and qualifications of paraprofessionals instructing students

o   District Parent Involvement Policy/Plan

o   School-Parent Compact, School Parent Involvement Policy and Plan

o   Title I Complaint Procedure

  1. Parent meetings/trainings days and times will vary to accommodate parents' schedules in order to maximize parent participation.  Meetings will be held at various locations that are convenient to parents. Workshops may provide childcare to allow easier attendance.
  2. Make available to parents at each school the results of state assessments and the system's performance on these assessments.

1.     The school and system will provide assessment data to parents on a regular basis and in multiple formats.  CRCT data will be sent home to parents each year in a timely manner.

2.     School and system CRCT performance data and Performance Status according to the College and Career Ready Performance Index status will be communicated to parents in letters sent home with students, presentations at Board of Education meetings, newspaper articles, announcements at parent meetings, and conferences with parents.

  1. Assist schools in communicating with parents in the language used in the home.

1.     All communications will be in easy to understand language.  Written translations in Spanish will be provided through school or district personnel.  Translations for other languages may be provided upon request if at all possible.

2.     Habersham County School System will maintain communication with parents via multiple media sources:

Ø  HCSS and local school websites

Ø  Local media - The Northeast Georgian, WCON, WCHM

Ø  Parent-teacher conferences, parent workshops, Parent Resource Centers (if available at individual schools)

Ø  District and School Newsletters, emails, signs, posters, school level signs

Ø  Telephone calling systems if available

  1. Review District and School Parent Involvement Policies on an annual basis.

1.     All parents of students attending Title I Schools are invited to participate in the review process.  Parent input from review meetings and annual parent surveys, as well as input from the District Parent Advisory Committee, is used to revise this plan. The process for future review of this policy/plan is:

 

Ø  Meetings of the District Parent Advisory Committee

Ø  Annual Parent Survey which is mailed via the OneCall Now electronic email system, posted on the district website and discussed at the District Parent Involvement meeting.

Ø  Comments and suggestions from parents received throughout the year are used to plan for workshops and support.

  1. Notice of School Performance Status

1.     Parents are notified of the Performance Status of each school as identified by the Georgia Department of Education as defined by the Georgia Department of Educations Elementary and Secondary Education Act Flexibility Waiver.   

2.     Schools can be identified as Priority, Focus, Alert or Reward Schools.  Parents will be informed annually regarding any status designation and will share College and Career Ready Performance Index scores and information with parents through multiple means of communication, including, but not limited to, annual meetings, newspaper articles, websites, letters home to parents.
